The paired frequencies are 3 MHz total bandwidth but are offered as six EAC licenses for all the United States.  The smallest licensed areas are divided into 52 MEA’s but are limited in capacity with only a single band.

The auction will use simultaneous multiple round bidding and requires the 175 short form to be completed by close of business on December 11th.  Up front payments are due January 12, 2007 and the auction will begin on February 7, 2007.

Certain portions of the spectrum are occupied by the government and bids must exceed the relocation price by 110 percent to allow the auction to conclude.  The size of the markets for the paired frequencies restricts most companies from the bid process.  The unpaired frequencies for the smaller markets limit the uses for the licenses.
