Distance Learning and "E Rate"
On May 7, 1997 the
Federal Communications Commission (FCC) adopted a Universal Service
Order implementing the Telecommunications Act of 1996. The
Order ensures that all eligible schools and libraries have affordable
access to Modern Telecommunications and Information
Services.
Up
to $2.25 Billion is available annually to provide Eligible Schools &
Libraries with "E-Rate" Discounts.
The Rural Utility Service (RUS/USDA)
also has a Loan/Grant Program that provides available funding for
equipment. This program is a compliment to the "E-Rate"
Program.
For the Fiscal Year
1998, $12.5 Million in Grants and $150 Million in Loans will
be made available for Distance Learning and Telemedicine Projects.
RUS has determined the maximum amount of an
application for a grant that will be considered for funding in the
Fiscal Year 1998 as $350,000, and the maximum amount for a
loan that will be considered for funding in the Fiscal Year 1998 as
$6,000.
We
Have Assisted Five Consortiums in applying for RUS assistance and have
successfully funded all five projects. We are actively
involved in providing design and engineering services, as well as
coordination with service providers for school districts in
modernizing their technology systems and applying for E Rate
assistance.
In 1996, we completed the Oklahoma
City Western Heights District "Jet Net" Project
providing over 16 miles of fiber connectivity between four (4) campus
locations, Okahoma City Community College
and the State of Oklahoma "ONENET" System.
Today they
participate in Global Video to the Desktop Interactive Instruction
with Schools in the United Kingdom and Japan.
